While it is way outside the scope of this blog, I believe there are legitimate scientific and moral arguments, that certain highly intelligent non-human animals such as great apes, elephants, and whales are entitled to some sort of due process rights.
Being a man of limited ambition, I would settle for it if the Justice Department showed signs of intelligent life.
I actually agree that there are scientific and moral reasons to treat high-order animals better than we do. But in my view the courts are not the place to decide that issue; the political branches are.
The chimps would be the most intelligent beings in that courtroom.
