Of all the slow-changing institutions of the Mother Country, the House of Lords is one of the slowest, and the duration of the people's tolerance for it has been a source of puzzlement to many Americans. They actually had hereditary seats in the upper house of their legislature into the twenty-first century. Their court of last resort has, up to now, been effectively a committee of that house. That will soon change, and in 2009 there will finally be a Supreme Court of the United Kingdom. Joshua Rozenberg has this article in the Telegraph on the transition. Among the unresolved questions: "And how should we refer to the new judges when reporting their rulings? Justice Hale? Deputy President Hope? President Phillips? It all sounds a bit American."
