The Death Penalty Racial Quota Act (mislabeled Racial Justice Act, even though its purpose is to defeat justice) has passed the House in North Carolina. Winston-Salem Journal story here. Bill text here. It remains to be seen how this very badly written bill will be implemented in the state's courts. They could minimize or maximize the damage, as they choose.
